Despite being one of the USA's best metro/transit systems, there is still room for SEPTA to improve. A good downtown light rail/trolley system would be a good idea. Along the Schuykill river, right on prime development land, is a CSX freight line. It provides the perfect start for a good light rail line: There are already street and pedestrian bridges and the rail is already there.It run from South street to the art museum, and could possibly use some of the old abandoned trolley tunnels buried under Fairmont park. Although short, it would be very efficient for a downtown commute and it wouldn't cost as much as building a line from scratch because as already mentioned, there are already pedestrian and street bridges that cross it.
